SINGAPORE (July 14): The Ministry of Foreign Affairs (MFA) and Malaysia’s Ministry of Foreign Affairs jointly announced Tuesday that Singapore and Malaysia are working towards the implementation of the Reciprocal Green Lane (RGL) and Periodic Commuting Arrangement (PCA) on August 10.

This will give both countries time to finalise the standard operating procedures (SOP) of the two initiatives, said the statement.

To facilitate smooth cross-border flows, both governments have agreed to publish the requirements, health protocols, and application processes for entry and exit into either country 10 days before the implementation.

The RGL will enable cross-border travel for essential business and official purposes between both countries, while the PCA allows Singapore and Malaysia residents who hold long-term immigration passes for business and work purposes in either country, to enter for work.

Long-term pass holders may return to their home country for short-term leave after at least three consecutive months of work.

All travellers will have to abide by the Covid-19 prevention and public health measures mutually agreed by both countries.

Malaysia and Singapore have also agreed to develop other schemes including a daily cross-border commuting proposal for work purposes.
